The Bighorn River begins as the Wind River in the Rocky Mountains at Wind River Lake, near Two Ocean Mountain and the summit of Togwotee Pass. The Wind River flows southeast receiving the east fork of the Wind River from the north, and enters the Wind River Basin, flowing past Dubois and Johnstown, to Riverton, where it receives the Little Wind River. The river then changes direction to the northeast and then the north, flowing into Boysen Reservoir, which is formed by Boysen Dam. Below the dam it enters the Wind River Canyon, where the river narrows and forms many rapids. At the end of the canyon the Wind River widens out in an area called the Wedding of the Waters where it becomes the Bighorn River and enters the Bighorn Basin. The Bighorn continues northward, passing through Thermopolis, Worland, and Basin. At Greybull it receives the Greybull River, and about 30 mi (48 km) north of that confluence it enters Bighorn Lake, where it is joined by the Shoshone River. North of the confluence with the Shoshone, the reservoir narrows as the river enters the Bighorn Canyon, where it crosses into Montana. At the end of the canyon, the river passes through Yellowtail Dam and Afterbay Dam. The river turns to the northeast and enters the Great Plains. At Hardin the river is joined by the Little Bighorn River. Approximately 50 mi (80 km) downriver from the Little Bighorn, in Big Horn County, the Bighorn empties into the Yellowstone.

Capt. Frederick “Skip” Atwater, former operations and training officer for the Psi Spies unit, declined to talk about the then-secret Army unit in 1994. But in February 1998, after the government acknowledged the unit’s existence, Atwater spoke at the 7th Annual International UFO Congress in Nevada.
Atwater, who was awarded the Meritorious Service Medal for his work within the psychic unit and went on to be- come research director for the Monroe Institute, stunned his audience by announcing that a Psi Spies study had con- firmed previous reports of four separate alien “bases” on the Earth.
He said that the initial reports of the bases came from Price, the policeman and psychic who proved so accurate during testing at SRI. In the late 1970s, while working at SRI,
Price had remote viewed the bases, which he claimed were located underground across the world.
According to Price, a main base involving flying units is located under Mount Perdido in the Pyrenees Mountains be- tween France and Spain; a maintenance and repair base is under Mount Inyangani in the African nation of Zimbabwe; a weather and geological study center is located under Mount Hayes in Alaska; and the fourth base, located under Mount Ziel in Australia, was described as a rest and recreation cen- ter for personnel from the other bases.
Atwater said he became a training officer for the Psi Spies in the mid-1980s and was ordered to test the government- trained remote viewers by presenting them challenging tar- gets. So during one formal but unofficial session, as with the Enigma probes described by Morehouse and Riley, Atwater sent unit members to look at the four bases described by Price.
To his amazement, this remote viewing session, which utilized strict RV protocols, confirmed Price’s accounts and even added more details on the bases and their operations. What was even more amazing to the attendees of the UFO Congress was that this incredible confirmation of alien bases on Earth by a decorated military intelligence officer was nei- ther covered nor reported by any news media.13
