And the only thing I've ever heard since this started was: "Our goal is to harm Russia, to weaken her." And then they later added: “Weaken her so that she can never again do what she is doing again in Ukraine.”
So, in answer to your question, I don't think any of these issues have been considered, and I think Washington is surprised. I don't know why, but they are surprised that everything turned out the way it did.
